Joe Mihevc, chair of Toronto’s Board of Health, stressed it was the city, not Toronto Public Health, that produced the ads. He rejected the suggestion that the decision to release and then remove the videos could undermine faith in the city’s messaging around COVID-19.

“We have pulled all of the videos for now while we undertake a review of each to determine if there are other issues we need to address,” said Toronto chief spokesperson Brad Ross. “I’m also undertaking a complete review of the approvals process for such videos.”

Each video cost the taxpayers $4,000 to produce.

“The campaign was developed by the ‘vaccine engagement team’ — a group of community ambassadors who have done a fabulous job of educating and reaching out to communities that are hard to reach, whether because of language barriers, cultural barriers or general hesitancy about vaccines,” said Ross.

When reached for comment, City of Toronto spokesperson Brad Ross told CTV News Toronto the pandemic has negatively impacted children in a number of different ways.

“The video created was intended to highlight the impact it has had on children and inform parents and caregivers that vaccines for children are now available,” Ross said.

“This video missed the mark on that message and should not have been posted.”

The city says the video is one of a five-part series directed at parents and caregivers about children’s vaccines. The series has now been paused, they said.
